Athens-Clarke County Police spokesperson Hilda Sorrow said Childers-Queen, 43, got into an argument with men who live under the North Avenue bridge.
After fighting with the men, the suspect set fire to their clothes, furniture and mattresses, Sorrow said.
The fire caused a nearby Atlanta Gas Light pipe to leak. Sorrow said officials were able to fix the pipe before it caused any major damage.
Childers-Queen, who is also homeless, has been charged with arson and criminal damage. She is being held without bond in the Clarke County Jail.
